A playpen buys you supervised freedom - your dog gets more room than a crate without free run of the house. The usable area matters more than the panel count: check the assembled floor area rather than the number of panels, since panels vary in width.
Height should be at least 1.5 times your dog's shoulder height. Puppies grow fast, so size for the adult dog and use a smaller configuration in the meantime by folding panels into a tighter shape.
For indoor use on hardwood or laminate, put a mat underneath. Panel feet can scratch finished floors, and a mat also catches accidents during house training.
Enough floor area for your dog to lie fully stretched, turn around, and take a few steps. For most medium dogs that is at least 1.2 x 1.2 m.
Larger dogs can push an unanchored pen. Most pens include ground stakes for outdoor use or anchor points for indoor use - use them.
Check the material. Powder-coated metal handles Canadian weather; plastic panels are better kept indoors where UV and freeze-thaw cycles will not degrade them.
They do different jobs. A crate is a den for sleeping and travel; a playpen is a safe containment area for waking hours when you cannot supervise directly.
